ENERGY STAR® Certification with ES-CRRC

The CRRC Board of Directors recently approved the creation of the Evaluation Services CRRC Program (ES-CRRC). This program gives you the opportunity to certify your ENERGY STAR products without rating your products through the CRRC Product Rating Program.

What is ENERGY STAR?

ENERGY STAR was established in 1992 as a joint program of the US Environmental Protection Agency (EPA) and the US Department of Energy. EPA describes ENERGY STAR as "a voluntary labeling program designed to identify and promote energy-efficient products to reduce greenhouse gas emissions." The ENERGY STAR label for roofing products was added to the program in 1999.

On January 1, 2011 the ENERGY STAR program will be enhanced with several key changes to its procedures. Previously, manufacturer "Partners" self-tested products and reported results directly to EPA to recieve ENERGY STAR labeling for their products. The enhanced ENERGY STAR program will require Partners to work with EPA recognized Certification Bodies and test their products through EPA-recognized Laboratories.

Why should I choose the CRRC as my Certification Body?

The new ES-CRRC Program offers a streamlined approach to product rating. You may choose to re-qualify your ENERGY STAR products using your existing ratings, or choose your own EPA-recognized lab to test your new products. The ES-CRRC program offers the flexibility to simultaneously rate your products in both the ENERGY STAR and CRRC Product Rating Program, but no longer requires it. ES-CRRC also offers reduced rates for participating in both programs.

The partnership between the CRRC and ENERGY STAR marries the rigorious standards of the Product Rating Program with the widespread consumer recognition of the ENERGY STAR program.

How does ES-CRRC differ from the CRRC Product Rating Program?

ES-CRRC offers ENERGY STAR Partners the opportunity to choose ES-CRRC as their Certification Body (CB) without rating their products under the CRRC Product Rating Program. All aspects of the ES-CRRC Program are completely separate from the CRRC Product Rating Program, including application processing, verification testing, etc. Products will be processed according to the protocol laid out in the ENERGY STAR Qualified Roof Product Specification document.

Do I need to join the CRRC to use ES-CRRC as my CB?

You do not need to become a licensee with the CRRC in order to use ES-CRRC as your CB. ES-CRRC is a completely separate program, with its own requirements, specification, and fee structure.

Will my ENERGY STAR products be listed on the CRRC Rated Products Directory?

ENERGY STAR Products will not be listed in on the CRRC Rated Products Directory, unless they are also rated through the CRRC Product Rating Program. The ES-CRRC Program serves as an EPA-recognized CB for the ENERGY STAR Program and is separate and distinct to the CRRC Product Rating Program. All ENERGY STAR products that are certified by ES-CRRC will be uploaded to the ENERGY STAR Roof Product List, displayed on the ENERGY STAR website.

May I choose to move all my products from the CRRC Product Rating Program to the ES-CRRC Program?

Both programs offer unique benefits. The CRRC Product Rating Program is a third party rating program, which allows you to show that your products have been rated by a nonbiased, reliable source. The ES-CRRC program certifies your products to be included in the ENERGY STAR Program. If you choose to no longer rate your products through the CRRC Product Rating Program, your products will be delisted from the CRRC Rated Products Directory and will no longer be accepted by the California Energy Commission's Title 24 program for its cool roof credit. You will also no longer be authorized to use the CRRC Rated Product Logo and Label on your products' packaging and spec sheets.

*Please note that this fee structure is pending on EPA's decision to allow Partner's to condense Color Family elements into one listing per Color Family group (e.g. listing 100 products in 17 color family groups). This differs from EPA's current policy of listing each Color Family element separately. The EPA has informed us that they will make a decision concerning Color Families by this week.

**The CRRC Rating Program discount is for products listed in both programs. If a manufacturer has some products in the CRRC program and some solely in the ENERGY STAR program, then only those products in both the CRRC and ENERGY STAR program will receive the discount.

***Please note that this differs from the CRRC Product Rating Program, where Random Testing fees are factored into the Annual Renewal fees. If a product listed with the CRRC and ENERGY STAR is chosen for both Random Testing (CRRC) and Verification Testing (ENERGY STAR) in the same year, then the CRRC will consider waiving those products Verification Testing fees.

What if I already chose the CRRC as my CB before the Board voted to implement the ES-CRRC Program?

All Partners who chose the CRRC as their CB before the March 21,2011 Board of Directors decision to implement ES-CRRC will have their initial fees waived. They will begin payment with 2012 renewal fees. Please note that these Partners will be required to submit any additional paperwork now required under the ES-CRRC program, namely the ES-CRRC Partner Agreement and the Verification Testing Form, in order to remain in the program.

I am a CRRC Licensee and ENERGY STAR Partner. Do I receive the discounted rate for all my products?

You will receive the discounted rate for all products that are listed in both the CRRC Product Rating Program, and the ENERGY STAR program. You will not receive the discount on products that are only listed in the ENERGY STAR program.

Do I need to pay the Verification Testing fee?

You will only be required to pay the fee if your product is selected for Verification Testing. Please note that this differs from the CRRC Product Rating Program, in that the Verification Testing fee is not factored into the Annual Renewals fee. If your product is in both the CRRC Product Rating Program and the ES-CRRC Program and is chosen for both Random Testing and Verification Testing in the same year, then the CRRC will consider waiving your product's Verification Testing fees.

How long will it take to certify my products?

This process usually takes no longer than 15 days from when we receive all necessary paperwork. Starting on January 1st, the CRRC will submit an updated list of ENERGY STAR certified products twice a month to EPA; however, EPA may update its list of Qualified Products less frequently. Note: In order to meet the March 31, 2011 deadline to re-qualify your products, you must provide ES-CRRC with all preliminary documentation, including a formal letter stating that you would like ES-CRRC to be your CB, as well as a completed data submission form by March 31.
