CRRC is Accepting Credit Card Payments!

The CRRC is excited to inform our participants that we will be accepting credit card payments for 2010’s annual renewals as well as for new Member, Licensee, and Product Rating applications. Given the number of requests from our participants, we hope this new feature improves your experience with the CRRC. We are accepting credit card payments through Google Checkout, a fast and secure checkout process. Please note that in order to use Google Checkout, you must create a Google account. Accepted credit cards include MasterCard, Visa, Discover, and American Express. New Editable PDF Applications

All CRRC applications are now available as forms with input fields. This feature allows you to fill in applications on your computer, save copies for your records, and reduce the need to reenter redundant data on future forms.

Please note that we do not yet accept electronic documents, so after you fill out a form, please print out a hard copy, sign it, and submit it to the CRRC by mail. New CRRC Extended Product Label

The CRRC extended label has been approved for CRRC Licensee use by the Board at the September 2009 BOD meeting. A maximum of four products may be listed on the extended label and the label MUST be used with the unique CRRC Product ID # clearly marked on the product wrapper, allowing the building inspector to identify which of the products is inside the wrapper.

Please note that minimum dimension sizing requirements will be applied to the Multiple Product Extended Label. The minimum dimensions of the CRRC Single Product Label are 3.97 x 1.92 inches, the CRRC Two Product Extended Label minimum dimensions are 5.81 x 1.92 inches, the CRRC Three Product Extended Label minimum dimensions are 7.27 x 1.92 inches, and the CRRC Four Product Extended Label minimum dimensions are 8.80 x 1.92 inches. The labels can be used at a larger size, but the same proportions must be maintained.

Technical Update

Technical Committee Meeting Update

The Technical Committee met via conference call July 30th 2009. Recent highlights include:

Approval of Voting Alternates: The Board of Directors approved a recommendation to add Voting Alternates to the Voting Members roster. In the case that a Voting Member cannot attend a Technical Committee meeting, his or her Voting Alternate may cast the vote. Each Voting Member has one specified Alternate, as approved by the Board, and only that Alternate may vote on behalf of the Voting Member. The Board has made an effort to pair Voting Members and Alternates with similar affiliations, in order to preserve the balance of interests on the Technical Committee.

Technical Committee Guidelines: The Technical Committee voted to approve new guidelines governing the submission of data and presentations for consideration at Technical Committee meetings. These guidelines require that data be submitted to staff no less than two weeks prior to the meeting and presentations be submitted no less than one week prior.

Recommendation to Increase Test Farm Placement Dates: At the April Meeting the Technical Committee discussed the possibility of increasing the frequency of product placement for aged ratings. Currently, products may only be placed for aging four times a year. Staff contacted the test farms for input, and received a favorable response to the idea of increased placement frequency. In July the Technical Committee voted to recommend to the Board that the placement frequency be increased to every two months throughout the year. The Board will consider this recommendation during their meeting in November 2009.

Results of the E1918A Round Robin: In April, Mr. Kirn presented the results of the E1918A Round Robin to the Committee. The data from the study showed a wide variation in measured solar reflectance values for the same product, depending on the location of the lab. The Technical Committee concluded that at this time E1918A does produce consistent results suitable for use in the rating program. Mr. Kirn and CRRC staff are currently discussing the possibility of a new Round Robin.

The Technical Committee is also working on a number of ongoing topics including rating roofing granules and aggregate, rating natural quarried rock products, and how to accurately measure emissivity for materials with high thermal resistance. CCRC-1 Standard — ANSI Process
2nd Round Public Comments Under Review

The Consensus Body is in the process of reviewing and responding to comments for the ANSI Second Public Comment Period regarding the ANSI accreditation of the CRRC-1 Manual. Once this is complete, there will be a Third Public Comment Period to address any substantive changes. The Consensus Body continues to proceed toward consensus achievement and is aiming to submit the proposed standard for final approval to the CRRC Board of Directors by the end of 2009.

What is the CRRC-1 Standard?
The CRRC-1 Standard is a standard for the measurement of initial and aged solar reflectance and thermal emittance of roofing products. It is the portion of the CRRC’s Program Manual that describes sample preparation and testing procedures.

What is ANSI?
The American National Standards Institute (ANSI) is a distinguished non-profit organization that coordinates the development of voluntary consensus standards through its Essential Requirements, which require the process for standards development to be fair, open, and balanced.

ENERGY STAR Version 2.1 — Color Family Groups

Effective August 2009, ENERGY STAR Version 2.1 Specification for Roof Products serves as an amendment to the previous ENERGY STAR Version 2.0.  The only substantive change is that ENERGY STAR now allows products to qualify for ENERGY STAR certification using the CRRC Color Family Groups in accordance with the CRRC Product Rating Program Manual CRRC-1.

Ballasted Roofing Systems — A Cool Roof Alternative

The City of Chicago has recently updated its municipal building code to include ballasted roof systems as an accepted cool roofing alternative on low-sloped roofs as of January 1, 2010. This follows a similar decision by the California Energy Commission to recognize ballasted roof systems in its cool roofing standards. The latest version of draft ASHRAE Standard 189.1 also lists ballasted roofing as a prescriptive alternative to a cool roof.

A ballasted roofing system normally consists of river-rock ballast over a membrane, rigid insulation, and a metal roof deck. Though the solar reflectance is lower than a traditional cool roof, the river rock has high thermal emittance properties and the mass of the ballast acts as a heat sink, resulting in, according to some, a similar overall performance to a cool roof.

in the CHPS Best Practices Manual

The 2009 edition of the California Collaborative for High Performance Schools (CHPS) Criteria for New Construction and Major Renovations now includes requirements for minimum SRI. The roofing material must cover at least 75% of the roof area and meet or exceed the minimum specified SRI (steep slope = 82, low slope = 29). These requirements are similar to the LEED 2009 cool roof credit requirements. Values for solar reflectance and thermal emittance provided by the CRRC can be used to calculate SRI.

Membership and Outreach

Board of Directors Meeting Recap

The CRRC Board of Directors held a conference call on September 3rd. Highlights from the Board meeting included:

• The Board approved tile products to be cut down to a 6 inch by 6 inch sample, as long they are in a flat or S-shape, under the CRRC Product Rating Program interim tile test method protocol.

• The Board approved the CRRC multiple product extended label for use by CRRC Licensees. Please read the section above detailing this addition to the CRRC Program.

• CRRC staff will draft language for the Testing Laboratories and Test Farms to exchange confirmations of receipt when shipping CRRC products. The Board will discuss adding this requirement at the November Board meeting.

• The Board also discussed adding Solar Reflectance Index information to the CRRC Directory and the creation of a CRRC Testing Laboratory and Test Farm Committee. Both topics were tabled for continuation at the next Board meeting, scheduled for November 10th in Phoenix, Arizona (in conjunction with the USGBC Greenbuild Conference).

CRRC is Presenting at Greenbuild

The CRRC will be presenting at Greenbuild 2009 Residential Summit, an international conference and exposition taking place in Phoenix, AZ from November 11th to the 13th. The presentation is called "The Rooftops of America: A Platform for a Sustainable Future" and will cover the benefits of green roofs, cool roofs, and rooftop photovoltaic assemblies. The CRRC will be presenting on a panel along with the Center for Environmental Innovation in Roofing, Green Roofs for Healthy Cities, and the Stella Group. The educational session will be held on Wednesday, November 11th, from 2 to 3:30 pm. The CRRC will also be hosting a booth at the Greenbuild Conference, so please stop by to meet CRRC staff, ask us questions, and receive information about the program.
