California Energy Commission Building Energy Efficiency Standards (Title 24)
As of October 1, 2005 California's building energy code, Title 24, includes a cool roof prescription for low-slope (less than 2:12) non-residential roofs. Section 10-113 requires that cool roofs be tested and labeled by the Cool Roof Rating Council.
Please note: not all products listed with the CRRC meet Title 24 prescriptive requirements.
Nonresidential buildings with low-sloped roofs can comply with Title 24 by choosing one of the following compliance options: the Envelope Component Approach or the Overall Envelope Approach (both of which fall under the larger umbrella of the Prescriptive Approach), OR the Performance Approach.
Mandatory Requirements for Cool Roofs per Title 24, Part 6, Section 118 (i) 1: Any roofing product with an initial thermal emittance greater than or equal to 0.75 when tested in accordance with CRRC-1 shall have a minimum initial solar reflectance of 0.70 when tested in accordance with CRRC-1.
Please note: Installing cool roofs is not a mandatory measure and there are other ways to comply with Title 24 requirements. In addition, there are exceptions to these requirements. It is also possible to receive partial credit for a CRRC-rated product that does not meet the Title 24 minimum reflectance and emittance requirements.
